Perquimans County North Carolina Indian Summer Festival
In early to mid September, historic downtown Hertford fills with a two-day celebration that belongs to the town itself. The Indian Summer Festival opens on a Friday night with a street dance and continues on Saturday with a market day of vendors, food, music, an antique car show and a family hub. Hertford is the county seat of Perquimans County, and Hertford hosts this festival.

The most recent edition documented in the organiser’s own package ran Friday, September 11 and Saturday, September 12, 2026. Saturday, the main day, ran from ten in the morning to four in the afternoon. Friday hours were not published in that package, and none are supplied here. The festival goes on rain, shine, or wind.
About the Festival
The Indian Summer Festival is a downtown street festival, not a county fair and not a fairground event. Its centre is the closed historic downtown of Hertford, with food vendors lining Market Street through the Saturday market hours.
Downtown Hertford is the host in the organiser’s own package, which is headed with that hosting credit. Downtown Hertford describes itself as a nonprofit dedicated to promoting downtown Hertford as the cultural, economic and social hub of Perquimans County. Its own About page adds that it has an all-volunteer board of directors and one staff person, and that it became a Main Street Program in 2000. Bridgette Packer is named in the sponsorship letter as Director of Downtown Hertford.
The working committee inside that organisation must not be mistaken for a separate organiser. The vendor rules give the Indian Summer Festival Committee discretion over booth placement and registration acceptance, but the committee appears only inside Downtown Hertford’s own rules. The Town of Hertford is not named as organiser in any layer fetched; its documented roles are the town-domain contact address and a Town Council discussion after the 2025 edition. Sponsors who buy the package’s tiers are sponsors, never organisers. The short form ISF appears in Downtown Hertford’s own page titles and in the county tourism page for festival food, and is recorded here only as that short form.
For a useful comparison, see the Pender County North Carolina NC Blueberry Festival for another county festival.

History
The festival’s present age is described only in unnumbered billing. The 2026 sponsorship letter calls it a longtime Hertford tradition, and the vendor page calls it a cherished tradition in Hertford. Neither wording supplies an edition count, and no edition number is asserted for 2024, 2025 or 2026.
Two numbered billings exist, and they do not reconcile. A September 23, 1994 newspaper layer billed that year’s edition as the thirteenth annual festival in Perquimans County. A secondary touring layer claimed that in 2022 the festival celebrated its thirty-sixth annual hosting. A straight count from thirteenth in 1994 does not reach thirty-sixth in 2022, so no founding year is back-calculated from either billing, no first-edition date is asserted, and no uninterrupted annual run is claimed.
The recent record is proved in layers. A Perquimans County Library notice for September 2024 states that the library would be closed on Saturday, September 7, 2024, so its staff could be at the festival. That notice proves a festival Saturday in 2024, and nothing more is built from it: no 2024 Friday date, hours or programme are supplied.
The 2025 edition is proved held by its aftermath in local press: a steer greeted attendees downtown on Saturday, September 6, 2025, and at their September 9 meeting Town Council members discussed a new ordinance after a steer had been brought downtown during the festival. The September 5 to 6, 2025 frame rests on a secondary listing layer only, and no 2025 programme, Friday act or hours were published in any organiser layer fetched, so none are asserted beyond the held downtown Saturday.
Attendance must be kept in its two scopes. The sponsorship letter billed the 2025 weekend at three thousand three hundred attendees across Friday night and Saturday. The vendor page billed last year at two thousand four hundred attendees on the market day alone. Those sponsor and vendor recruitment figures measure a whole weekend against a Saturday only, and are never merged, never presented as a counted gate, and never transferred to 2026.
What to Expect
The Friday Night Street Dance
Friday night belongs to the street dance, the festival’s popular opening event. In 2026 the headliner was Irresistible Groove, described in the sponsorship letter as an award-winning party and wedding band. That credit belongs to 2026 only; a secondary layer names Spare Change as the street-dance music for 2022, fenced to that year alone. No Friday hours are published in the 2026 package, so no Friday start or finish time is given here.
The Saturday Market Day
Saturday is the festival’s main event. From ten in the morning to four in the afternoon, downtown Hertford hosts live entertainment, food, shopping with local vendors, an antique car show and the Happy Hearts Hub for families, with food vendors lining Market Street.
Vendor set-up on Saturday, September 12, 2026 began at eight in the morning, and vendors were required to stay open during all hours of market operation. The market day is therefore a single continuous stretch, and the Happy Hearts Hub sits inside that same Saturday shape as the family element, alongside the car show and live entertainment, rather than as a separate ticketed attraction in any layer fetched.
The Rules Visitors Feel
The vendor rules prohibit political booths, firearms, ammunition, fireworks, live animals and counterfeit merchandise. That prohibition sits in tension with the 2025 press layer, in which a live steer was brought downtown and later prompted a council discussion. Neither layer is used here to rewrite the other: the rule is the current vendor-rule position, and the steer is the documented 2025 happening.
Nothing in the current organiser layers documents a parade, a pageant, a livestock show, a midway operator or a contest programme for this festival, and none is added here: visitors should expect a street market and a dance, not a fairground programme.

Earlier Editions, Kept in Their Own Years
The 1994 edition belongs entirely to its newspaper layer and must never be printed as current programme. It spread across downtown Hertford and Missing Mill Park, with booths at the park and a fun run from the town ballpark on Ainsley Avenue, and included a tractor pull at noon, an antique car show, a sidewalk cafe, a theatre performance, craft demonstrations, train rides, children’s games, dancers, and a closing street dance at eight in the evening with the Bertie Martin Band. Missing Mill Park, the ballpark, the tractor pull and the fun run have no current-layer documentation, and none is presented as a present-day venue or event.
Planning Your Visit
When to Arrive
Arrive for the Friday night dance if the dance is the draw, and be downtown well before ten on Saturday for the market day, which runs ten in the morning to four in the afternoon. Friday hours are unpublished, so Friday planning should rest on the dance itself rather than on an assumed start time, and the rain, shine or wind wording means weather alone should not be treated as a cancellation signal.
Admission, Vendor Money and Sponsor Money
General admission is unpublished in every year fetched. No gate price and no general free admission statement appears in Downtown Hertford’s 2026 sponsorship package, its vendor page and rules, the county library notice or the local press layers. The festival is therefore never called free here, on the basis of any component wording.
The money that is published belongs to vendors and sponsors, never to visitors at a gate. In the 2026 vendor layer, a ten-foot by ten-foot space cost forty dollars, vendor electricity cost ten dollars where available, food trucks paid one hundred twenty-five dollars, and food-truck electricity cost twenty-five dollars where available. Nonprofits were offered one free spot, with additional spots by contact: a stallholder term, never free public admission. Cancellations after August 10 faced forfeiture of half the booth fee, and after August 31 the full fee.
Sponsorship money is fenced to 2026 in the same way: five thousand dollars for entertainment, one thousand five hundred dollars for the Happy Hearts Hub for kids, marked claimed, one thousand dollars for a sunset sponsorship, and five hundred dollars for a hometown sponsorship, with a deadline of July 15, 2026. Those figures belong to the 2026 package alone, and none of them is a visitor gate price. The only older money figure is the 1994 tractor pull entry fee of six dollars for each event, fenced to 1994 and to a programme element with no current documentation.
Parking is unpublished in every layer fetched. The 1994 layer’s free shuttle bus between the park and downtown areas belonged to a two-site footprint that is not the current one, and no current parking price, lot or shuttle offer is asserted from it.
Finding the Festival Without a Single Address
There is no single street address for the festival grounds published by the organiser in any layer fetched, and none is asserted here. The festival is a downtown street festival, and its grounds are the historic downtown streets, with Market Street as the named food street.
Several addresses around the festival must not be mistaken for its grounds. The organiser’s mailing and drop-off addresses in the sponsorship package are office addresses, never the festival site. The county library’s address in its notice is the library’s own address, never a festival site. A downtown listing pin circulating in calendar layers is a listing pin, never an organiser-published venue address. Downtown establishments named around the food footprint are neighbouring businesses, never festival venues. Church Street is described in a secondary walking guide as downtown Hertford’s main street, corroborating the downtown character without supplying a venue address.
A Sample Weekend
Arrive on Friday evening for the street dance, with no published Friday hours to plan around. On Saturday, be downtown before ten, walk Market Street for food, browse the vendors, look in on the antique car show and the Happy Hearts Hub, and finish by the four o’clock close. Sunday carries no festival day in the current shape.
How It Compares
Compared with a county fair, this festival is deliberately smaller and more urban. Where a fair builds its weekend around enclosed grounds, livestock and exhibits, Hertford builds its weekend around open downtown streets, a market and a dance, with no gate price published. Compared with a larger music festival, it is deliberately local: one Friday headliner in 2026, a Saturday market day, and an organiser that is itself a downtown nonprofit.
Visitor Checklist
- Arrive Friday evening for the street dance, with no published Friday start time to rely on
- Be downtown before ten on Saturday for the market day
- Walk Market Street for the food vendors
- Expect the antique car show and the Happy Hearts Hub on Saturday
- Do not assume admission is free, since general admission is unpublished
- Budget separately for food and shopping, since those are vendor purchases
- Remember there is no festival camping
- Remember Hertford is the Perquimans County seat, not a town in Hertford County
Beyond the Festival Grounds
Hertford rewards a slower look beyond the festival streets once the market closes. It is a historic downtown that the festival itself uses as its venue, shaped by the Main Street work of its downtown organisation. Walk the streets when they reopen, and treat the town’s shops as neighbours of the festival rather than as parts of it.
Why It Matters
The festival matters because it puts a small county seat’s downtown at the centre of its own September weekend, without a fairground, a gate price or a borrowed identity. Its honesty is part of its character: the organiser publishes vendor and sponsorship money but no gate price, its two attendance billings measure different scopes, and its age rests on two numbered billings that do not reconcile.

Frequently Asked Questions
Is the Indian Summer Festival held in the county seat?
Yes. Hertford is the county seat of Perquimans County, and Hertford hosts the festival in its historic downtown. Hertford is not in Hertford County, a separate county with its own seat and its own events.
Is admission to the Indian Summer Festival free?
General admission is unpublished. No gate price and no general free admission statement appears in the organiser’s 2026 package, its vendor pages or rules, the county library notice or the local press layers. Vendor and sponsorship figures in those documents are stallholder and sponsor money, never a visitor gate price, so the festival is never called free here.
Who runs the Indian Summer Festival?
Downtown Hertford hosts it, through its own sponsorship package and vendor pages, with Bridgette Packer named as its Director in the sponsorship letter. The Indian Summer Festival Committee works inside Downtown Hertford’s vendor rules, deciding booth placement and registration acceptance. The Town of Hertford, the county, the county tourism body, performers and sponsors are not credited as organiser.
Can visitors camp at the Indian Summer Festival?
No camping is documented as a festival offer. No camping, recreational vehicle or overnight-stay offer appears in the organiser’s package, its vendor pages or rules, the county tourism food page, the county library notice or the press layers. The festival’s public face is a Friday night dance and a Saturday market day on downtown streets.
What to Expect From the Next Perquimans County North Carolina Indian Summer Festival
How often is Perquimans County North Carolina Indian Summer Festival held?
The festival is an annual event, held every year as a two-day September festival in downtown Hertford, with a Friday night street dance and a Saturday market day.
When is the next Perquimans County North Carolina Indian Summer Festival?
No next edition date is published beyond the held 2026 edition, and none is invented here. The most recent documented edition ran Friday, September 11 and Saturday, September 12, 2026, with Saturday hours from ten in the morning to four in the afternoon.
Will the dates change?
The dates move every year because the festival follows a September weekend rather than a fixed calendar date: September 11 and 12 in 2026, September 5 and 6 in the secondary listing frame for 2025, with the held Saturday on September 6, 2025, and a festival Saturday on September 7, 2024 in the county library layer.
The Indian Summer Festival ends, as it begins, with a small town dancing on its own streets on Friday night and shopping them on Saturday, under an organiser that belongs to that downtown.
